The Article:
"Judge to head corruption probe team on judiciary"

A
new committee has been set up to investigate corruption in the
Judiciary. It will be headed by a one-time director of the defunct
Kenya Anti-Corruption Authority, Mr Justice Aaron Ringera, of
the Milimani Commercial Courts in Nairobi. He was appointed yesterday.
Chief
Justice Evans Gicheru named the committee, called the Integrity
and Anti-Corruption Committee, yesterday and announced the formation
of another team he is chairing to implement sweeping internal
reforms in the Judiciary.
Mr
Justice Gicheru's team is expected to step up revenue collection
and accountability.
The
CJ said: ""The latest survey, conducted by Transparency
International, ranks the Judiciary as one of the most corrupt
institutions in the country. It is an abnormality that the institution
charged with the ultimate mandate to wipe out corruption can be
discredited by internal cases of the vice.""
The
Ringera team will also investigate the causes of corruption in
the Judiciary, the nature and form and the level in monetary terms.
The
committee is expected to set up strategies to detect and prevent
corruption.
Mr
Justice Ringera will be returning to familiar grounds as a former
head of Kaca since his team is expected to identify corrupt members
of the Judiciary and propose disciplinary action.
He
will work with the permanent secretary in charge of Governance
and Ethics and the Anti-Corruption Police Unit, Mr Justice Gicheru
told journalists at the Nairobi Law Courts.
Mr
Justice Ringera investigated 156 cases during his tenure as Kaca
director.
The
court was of the view that KACA's existence undermined the authority
of the Attorney General and the Commissioner of Police to prosecute
cases.
Mr
Justice Ringera then returned to the Judiciary.
Elsewhere,
Mr Justice Gicheru said that the committee he heads would step
up revenue collection and accountability in dealing with finances.
The
CJ said that his committee would seek to eliminate cases of fraud
by addressing the issue of parallel receipt books and other accountable
documents.
He
said that all debts owed the Judiciary would be collected within
one month of the committee's existence. Each court, the CJ said,
must open a bank account both for deposit and court fees to ensure
that all deposits are made without delay.
All imprests yet to be surrendered by judicial officers would
be collected, the CJ said.

Narc MPs in unity: call to save ruling coalition"
Thirteen
Members of Parliament yesterday threw their weight behind the
Narc summit and vowed to end the wrangles threatening the ruling
party.
Led
by Cabinet Ministers Moody Awori and Raila Odinga, the legislators
said they recognised the Summit as the supreme organ of the party
and dismissed as traitors and impostors, a group of politicians
calling for its scrapping.
But
in an interesting turn of events, Education assistant Minister
Fred Gumo challenged President Kibaki to decide whether or not
he wanted to work with senior public servants who served the Moi
regime.
He
said many public servants inherited from the Moi regime were working
in fear.
He
cited Attorney-General Amos Wako as among those living in fear
of being sacked in reference to report yesterday in which Law
Society of Kenya Chairman, Ahmednasir Abdulahi, demanded that
Mr Wako be investigated over the Goldenberg scandal.
Earlier
Mr Gumo joined his colleagues in calling for unity of all Narc
MPs.
Speaking
at Serem in Hamisi Constituency during thanksgiving prayers and
homecoming party for area MP George Khaniri, the MPs dismissed
as ""hot air"" press reports that Narc had
split into factions.
Mr
Odinga said the Anti-Corruption Bill shelved last week after rebel
Narc Mps threatened to shoot it down, would be reintroduced in
the house.
Mr
Awori, the Minister for Home Affairs who is also the Narc Summit
Chairman told Kenyans to be patient and give the Narc government
more time.
Others
who attended were Deputy Speaker David Musila, assistant ministers
Joab Omino and Andrew Ligale, who dismissed the Narc National
Council as "nonsense". |
